Categories of various pro-rata grasslands are separate land cover classes in the eligibility profile. Misclassification between various pro-rata classes has an impact on the reference area, since this latter should assess that potentially eligible agricultural land. As a result, classification errors of pro-rata PG has to be treated as anomaly/non-conformity.

The workflow of pro-rata assessment in the update process is presented in Figure 10 and involves:

  1. Pro-rata is inherently risky; in order to consistently assign permanent grassland to pro-rata classes MS/Regions may/should have created a photo interpretation catalogue with images, qualitative, statistical, and other quantitative descriptors.
  2. Using the image catalogue the operator should decide whether based on the similarities, the inspected item can be assigned to a class whenever the instance of the assessed PG is similar to an image instance in the catalogue
  3. Without a clear catalogue or when no visual confirmation is possible, a pro rata assessment needs to be performed. This involves mapping the PG, assessing its pro rata coefficient and determining the pro-rata category.
  4. If the observed result is different from the values recorded in LPIS, update the values in the LPIS
