Introduction

Since its introduction in 2018, Checks-by-Monitoring (CbM) has attracted the attention of the Member States and their Paying Agencies. Five Member States have rapidly adopted this approach to substitute their on-the-spot checks for several schemes and have reported very good results, with a much lower number of inconclusive parcels than anticipated by earlier studies. Although the five increased their area under CbM in 2020, no additional Member State joined CbM. In 2021 the number of submissions grew to 10 Member States, which corresponds to the involvement of 28 Paying Agencies, including 16 in Spain, 3 in Germany and 2 in Belgium.

JRC/COM understood there are real or perceived hurdles that act as blocking factors for a transition towards CbM and reacted on the GREX meeting of 8t December 2020 by proposing a 2021 CbM outreach initiative. This outreach project has the objective to support Paying Agencies in two directions:

  • Provide a better understanding of the overall potential of Copernicus Sentinel satellite data in their landscape through the customized extraction of information needed for their CAP processes, and,
  • Lower the technology threshold by offering JRC’s publicly available toolkit built on standardized access to data and services.
